I would like to make sure, though. According to my tests, you can actually see the list of users, down to the last page, but when clicking on a user name, especially those listed in the last pages, you get a 404 (page not found) error for that user, is that it?

I think I have an idea of what causes this, and I'll see if I can find an easy fix.

The thing is those users for which you get a 404 error, shouldn't be listed in the user list in the first place. They are users who never logged into their account. There could be three reasons for this: either they are users imported from the old forum system that was is use here, or they are users who registered but entered a wrong email and had to create another account in order to log in, or they are spammers trying to register with a fake email, just so that they can have a user profile where they will post whatever information they can get away with.

Incidentally, spammers are the reason why the profile of users who have never logged in (thereby proving their email is valid) are not shown. Experience has shown that it is an effective deterrent.

Such users are listed last, that's why they all appear page 4 onwards.
