it's because we're currently hosted by Lunarpages on a "shared server." Suddenly, without warning, they decided we were using more than our share of resources and "suspended" the site (with the suggestion that we upgrade to costlier services).
Our Janitor took a very dim view of this. 
He is suggesting we find another host. This process, and the actual migration and testing of the moved site, will take time. So for the next month, things could get a little rocky here. Even now, we're operating in "off-line mode," which has curtailed the site's usability temporarily.
